PIPS Associates

The Institute has meaningful collaborations with many reputable organizations. The USAID is undertaking construction of a modern PIPS new campus with elaborate and fully equipped facilities. The Institute is implementational partner alongwith Inter Parliamentary Union IPU of UNDP’s parliamentary project SDPD. PIPS is also to be an implementation associate with a similar forthcoming initiative of the European Union.

Pakistan Institute for Parliamentary Services (PIPS) envisions establishing a peoples’ representative forum to equip parliamentarians with cutting-edge strategies and tools to perform their representative, legislative and oversight functions effectively and efficiently.


PIPS endeavors to provide high-quality, accurate and result-oriented services to elected members and staff of the Legislatures in Pakistan to promote parliamentary excellence.



PIPS Library is a valuable resource for researchers and parliamentarians.  Library staff assist researchers and provide specialized and priority services for legislators and their staff. The library collection has a special prominence on government, politics, international relations, research methods, training, economics, business, law and history. PIPS library is the only parliamentary library of the country having subscription of JSTOR, reputed database of international research journals.

About PIPS

Establishing PIPS - realization of a dream

The Pakistan Institute for Parliamentary Services, PIPS, was formally established as an as an exclusive and independent, first of its kind research and capacity building facility for the parliamentarians, through an Act of Parliament on December 15, 2008. No matter it had started functioning in an interim facility since April 2006.
