PIPS organized Budget Orientation Seminar with the Hon'able Members of Provincial Assembly of the Punjab on Monday, June 17, 2019:

    Pakistan Institute for Parliamentary Services (PIPS) organized a Post Budget Seminar for the Honorable Members of Provincial Assembly of the Punjab with the support from SUBAI Pakistan Project in order to provide them analysis of Punjab Budget 2019-20, analysis and insights of national and provincial economy and tips for reading and analyzing the budget documents.  

    The event was started with the recitation of Holy Quran by Hon'able MPA Mr. Muhammad Afzal. The Executive Director PIPS, Mr. Muhammad Rashid Mafzool Zaka welcomed the participants in his opening remarks and provided a short overview of the event agenda. The SUBAI Team Leader, Mr. Christopher Shields welcomed and thanked the participants in the event. He also extended full support from SUBAI Pakistan for any future knowledge sharing initiative for the Hon'able Members by Pakistan Institute for Parliamentary Services. The Chief Guest of the event, Sardar Dost Muhammad Mazari, the Deputy Speaker of Provincial Assembly of the Punjab), gave inaugural address. He appreciated the efforts of PIPS and SUBAI for the technical assistance and facilitation to the Hon'able Members.

    The first session of the event was facilitated by Mr. Inayat Ullah Lak, Director General Parliamentary Affairs and Research of Punjab Assembly. He presented a brief account of Rules of Procedure of Punjab Assembly pertaining to Budget with a comparison of rules of other assemblies. The second session was conducted by Mr. Adnan Azeem, the Accounts Officer, AGP Islamabad on Tips for reading and analyzing budget documents. He briefed on the budget cycle, budget model, budget components and financial procedure of budget under the Constitution.

    The Punjab Finance Minister, Makhdoom Hashim Jawan Bakht gave the keynote address proving briefing on the salient features of the Punjab Budget 2019-20. He deliberated the maximum efforts were dedicated to make budget pro poor and based on policies that may accelerate economic growth and employment in the province. He also invited questions and suggestions from the participants and noted the important take aways from the suggestions.

    The last session of the event was facilitated by Dr. Amanat Ali, Assistant Professor, School of Economics, Quaid-i-Azam University Islamabad on the Economic Challenges of the country with a focus of Provincial Assembly of the Punjab. He mainly focus on the economic potentials of Punjab and deliberated that their exists a huge potential in the agriculture sector that can uplift the provincial economy providing inputs to the industry, employments to rising population bulge, expanding the businesses of rural population in a way bring sustainable economic growth to the province.

    The event was attended by 110 participants including 87 Hon'able Members and 15 senior staffers of the assembly secretariat. Mr. Muhammad Rizwan Manzoor, Research Officer PIPS (Budget & Economy Desk) moderated the event.

    The event was concluded with vote of thanks by Executive Director PIPS, Mr. Muhammad Rashid Mafzool Zaka. He thanked the Assembly leadership and the secretariat for active participation and providing generous support in organizing the event.
