PIPS organized Budget Orientation Seminar with the Hon'able Members of Provincial Assembly of the Balochistan on Saturday, June 22, 2019:

    Pakistan Institute for Parliamentary Services (PIPS) organized a Budget Orientation Seminar for the Honorable Members of Provincial Assembly of the Balochistan in collaboration with SUBAI Pakistan Project in order to review various dimensions of Balochistan Budget 2018-19 in the light of economic conditions of the province.

    The event was started with the recitation of Holy Quran by Mr. Asif Abro, Assistant PRC Officer, PIPS Quetta. The Director General (Finance), Mr. Haider Abbas welcomed the participants on behalf of Pakistan Institute of Parliamentary Services (PIPS)  in his opening remarks. He also deliberated on the aim and theme of the seminar and thanked SUBAI Pakistan for being an active partner in implementing PIPS programs. The SUBAI Team Leader, Mr Christopher Shields gave his welcome remarks. He welcomed participants in the seminar and assured his and his team's full support for all programs that can help in strengthening performance and capacity of the assembly. The Chief Guest of the event, Mir Zahoor Ahmed Buledi, Finance Minister of Balochistan, gave inaugural address. He appreciated the efforts of PIPS and SUBAI for the technical assistance and facilitation to the Hon'able Members in the important subject of budget.

    The first session of the seminar was facilitated by Dr. Wasim Shahid Malik, Professor of Economics on SBP Chair, University of Peshawar. He deliberated on economic conditions of the country with a focus on Balochistan's economy. He discussed the challenges of debt, rising government expenditure; poor resource base and low focus on social sectors. He indicated that if rigorous measures are not taken to control rising debt and interest payments, and to increase internal resource base, in few years, it would be hard for federal and provincial governments to give annual budget. He presented a set of solutions to spend on potential sectors such as agriculture, industry and more importantly the social sectors that can uplift the country with improved human resource base. 

    The second session of the event was facilitated by Mr. Shams Uddin, the worthy Secretary of the Balochistan Assembly. He presented a brief account of Rules of Procedure of Balochistan Assembly pertaining to Budget and deliberated on rule position related to different stages of Annual Budget. The third session was conducted by Mr. Muhammad Adnan Azeem, the Accounts Officer, AGP Islamabad on tips for reading and analyzing budget documents. He explained the procedure of tracking expenditure and grants from the budget books and how a quick analysis may be conducted on the expenditure and grant of given ministry or division.

    The Balochistan Finance Minister, Mr Zahoor Ahmed Buledi gave the keynote address highlighting salient features of Balochistan Budget 2019-20. He deliberated on the challenges of rising financial demand and low resource base. He said that the Government dedicated maximum efforts to make budget in lines with the whims of the people focusing on lower economic class of the province and it will help in accelerating economic growth and alleviating poverty.  

    The event was concluded with vote of thanks by Hon'able MPA Syed Muhmmad Fazal Agha. He appreciated the effort by Pakistan Institute for Parliamentary Services (PIPS) and SUBAI Pakistan for organizing the seminar on important subject and he also thanked the facilitators for conducting very absorbing sessions.

    The event was attended by 65 participants including 18 Hon'able Members and 22 senior staffers of the assembly secretariat. The event was moderated by Mr. Muhammad Rizwan Manzoor, Research Officer PIPS (Budget & Economy Desk), he in the end, thanked the participants for taking active interest throughout the seminar and also highly acknowledged and appreciated the role and support of PIPS PRC Quetta Team and SUBAI Pakistan Quetta Team for making the event successful.
