Orientation for Newly Elected Honourable Members of Provincial Assembly of Khyber Pakhtunkhwa, Peshawar, September 10-12, 2018

    Pakistan Institute for Parliamentary Services (PIPS) conducted a 3-day orientation program for the newly elected Honorable Members of Provincial Assembly of Khyber Pakhtunkhwa, in Peshawar. The program was being organized in collaboration with UNDP and Subai Pakistan. The program was attended by 45 honorable members, who were apprised about the Business of the Provincial Assembly of Khyber Pakhtunkhwa; Constitution and Federalism, Rules of Procedure and Conduct of Business, e-Parliament and the Legislative process.

    The honourable Speaker Provincial Assembly of Khyber Pakhtunkhwa, Mr. Mushtaq Ahmed Ghani inaugurated the session. While addressing the members, he emphasized on the importance of learning the parliamentary business and highlighted how valuable it could be for them in performing their parliamentary functions & duties. The honourable Speaker appreciated the role of Pakistan Institute for Parliamentary Services in organizing such events and expressed his desire that collaborative efforts between Khyber Pakhtunkhwa secretariat, PIPS and civil society organizations should help in enhancing the capacity of the Honourable Members and in strengthening the democratic setup. He hoped that PIPS would continue such capacity building events in future as well.

    Honorable Senator Mr. Farhatullah Babar (R) addressed the newly elected Members on Constitution & Federalism and shared his experiences about the relations between federal and provincial governments. While welcoming the Honourable Members, Executive Director PIPS, Mr.  Zafarullah Khan spoke about the role Members of Khyber Pakhtunkhwa Assembly could play for effective functioning of the Assembly. The day ended with the presentation about the first e-parliament of Pakistan by Mr. Attaullah Khan, Special Secretary Provincial Assembly of Khyber Pakhtunkhwa.

    Day 2 commenced with the introductory session to the Rules of Procedure and Conduct of Business of Khyber Pakhtunkhwa Assembly by Mr. Inayatullah Lak, DG Parliamentary Affairs and Research, Provincial Assembly of the Punjab. He elaborated the significance of oversight tools especially Questions while adhering to the Rules of Procedure. Afternoon session was facilitated by Mr. Muhammad Mushtaq, Additional Secretary National Assembly of Pakistan on "Role and Functions of Committees".

    The last day of the program focused on the Working of the Khyber Pakhtunkhwa Government and the Legislative Process. The sessions were facilitated by Sheikh Sarfraz Ahmed, Joint Secretary Ministry of Law and Justice. Through an engaging discussion, he elaborated the legislative process through a case study.

    In the end, honorable members appreciated the role PIPS was playing in disseminating information about the parliamentary business and expected that such initiatives would continue in future as well. The program ended with a vote of thanks by Director PDP&IT.
