Budget Orientation Seminar with 70 participants including 39 MPAs in Khyber Pakhtunkhwa calls for risk analysis

    Pakistan Institute for Parliamentary Services (PIPS) organized a Budget Orientation Seminar for the Honorable Members of Provincial Assembly of the Khyber Pakhtunkhwa in collaboration with SUBAI Pakistan Project to discuss and review the State of Economy and the Budget 2018-19 of Khyber Pakhtunkhwa. Hon Mr Mehmood Jan, Deputy Speaker, Provincial Assembly of Khyber Pakhtunkhwa graced the occasion as the Chief Guest on Tuesday, July 25, 2019.

    The event commenced with the recitation of Holy Quran by Mr.
    Inayat Ullah, MPA. The Executive Director, Pakistan Institute for Parliamentary Services, Mr. Muhammad Rashid Mafzool Zaka welcomed the participants on behalf of the Institute in his opening remarks. He also thanked the worthy panelists and SUBAI Pakistan for working as an active partner in organizing series of nationwide seminars with provincial assemblies on the important subject of budget and economy. The deputy team leader, SUBAI Pakistan, Mr. Quresh Khattak gave his welcome remarks. The Chief Guest of the event, the Honorable Deputy Speaker of Khyber Pakhtunkhwa Assembly, Mr. Mehmood Jan gave inaugural address. He acknowledged the efforts of Pakistan Institute for Parliamentary Services (PIPS) as country’s exclusive research and training facility, which has contributed to provision of excellent support to Members of Parliament. He appreciated the efforts of PIPS and SUBAI for organizing the seminar on the important subject of budget and economy. The event was attended by more than 70 participants including 39 Hon'able Members, 11 senior officers of the Assembly Secretariat, teams of PIPS and Subai as well as YPAs. Mr. Muhammad Rizwan Manzoor, Research Officer PIPS (Budget & Economy Desk), PIPS research and legislation wing, moderated the event. Mr Nasrullah Khan, Secretary, Provincial Assembly of Khyber Pakhtunkhwa also congratulated PIPS on holding budget orientation for MPAs.

    The first session of the seminar was facilitated by Dr. Wasim Shahid Malik, Professor of Economics on SBP Chair, University of Peshawar. He deliberated on economic conditions of the country with a focus on Khyber Pakhtunkhwa economy. He highlighted the challenges of national economy such as exchange rate fluctuations, rising debt burden and debt servicing, poor revenue base. He mentioned that Governments are in need to take harsh decisions to curtail current account deficit as this factor force Government to borrow to finance the deficit which is adding burden in shape of budget deficits. He focused that the Government should implement projects that may help in improving industry and enhancing exports that can help increasing the foreign reserves. Similarly, spending on human development and social sectors could be among the priority areas of the Government that will improve the per capita yield and efficiency in the economy.

    The second session of the event was on "Reading and Analyzing the Budget Documents" that was facilitated by Mr. Haider Abbas, Director General Finance, PIPS and Mr. Muhammad Adnan Azeem, Accounts Officer, Accountant General of Pakistan. The panelists elaborated the budget document and briefed the important components of budgets including ADPs, demands for grants, receipts and expenditures.  The panelists also covered the concepts of budget cycle, components of provincial consolidated fund and liabilities under budget.  The participants also clarified the ambiguities and confusion they had about the budget process.

    The seminar was concluded with the vote of thanks by worthy Special Secretary of Khyber Pakhtunkhwa Assembly, Mr. Ataullah Khan. He appreciated the effort by Pakistan Institute for Parliamentary Services (PIPS) and SUBAI Pakistan for organizing the seminar on important subject and he also thanked the facilitators and assured the participants that he along with PIPS, will be working to make Assembly's Rules of Procedure more effective and updated specifically pertaining to budget.

    Then, the worthy Executive Director, Pakistan Institute for Parliamentary Services, Mr. Muhammad Rashid Mafzool Zaka acknowledged and appreciated the active support of the Assembly Leadership and the Secretariat in all the events organized by the Institute and he presented PIPS Mementos to Hon'able Speaker Khyber Pakhtunkhwa Assembly, Mr. Mushtaq Ghani that on his behalf was received by Hon'able MPA  Mr. Inayat Ullah, and to worthy Secretary Mr. Nasrullah Khan Khattak, that on his behalf was received by Mr Ataullah Khan, Special Secretary, Khyber Pakhtnkhwa Assembly. MPs took keen interest in all sessions and called for risk analysis to be made part of budget documents in order to ensure that provincial budget should be realistic and accommodates risk of lesser receipts of federal grant in case of less collection of federal government receipts.

    Mr. Ataullah Khan presented Assembly's shield to the Executive Director, PIPS, Mr. Muhammad Rashid Mafzool Zaka and acknowledged the overwhelming support of the Institute in all the initiatives desired by the Provincial Assembly.
