Capacity Building Workshop for Committee Staff Of the Provincial Assembly of Khyber Pakhtunkhwa February 7-9, 2018

    Committees enjoy a unique status in the Parliamentary business due to their overarching oversight role and legislative function. Accordingly competence in documentation and Minutes writing of Committee proceedings has emerged as one of the core parliamentary disciplines. Pakistan Institute for Parliamentary Services in collaboration with UNDP organized a three day workshop for the committee staff of the Provincial Assembly of Khyber Pakhtunkhwa, keeping in view the challenges faced by them with regards to their role in assisting the honorable Committee Members in effective oversight of Executive, arranging briefs and preparing minutes. The program was inaugurated by the Executive Director PIPS Mr. Zafarullah Khan, followed by Welcome remarks by Mr. Darren Nance, Chief Technical Advisor, SELP, UNDP. Director Training, Ms. Samer Awais shared with the participants Program overview and invited Mr. Iftikharullah Baber, former Secretary Senate, for first session of the day. Mr. Babar spoke at length about the Role of Secretary Committees and shared his experience about the preparation of Working Papers for Committee Meetings. The afternoon session was dedicated to “Handling difficult situations during the Meetings, which was facilitated by renowned expert Dr. Hamid Rafiq Khan Khattak. On Day 2, Ms.Rabeea Anwar, Joint Secretary, the Senate of Pakistan, first briefed the participants about the “Does and Don’ts of Writing Minutes” and then during practicum session, provided first hand feedback to the participants on their drafted minutes. Afternoon session was on “Minuting Discussion on Bills”, which was facilitated by Sheikh Sarfaraz, Joint Secretary Ministry of Law and Justice. On Day 3, Syed Shamoon Hashmi, Joint Secretary from the National Assembly of Pakistan briefed the participants about Social graces and Parliamentary etiquette to be followed during the Meetings. Course participants expressed their satisfaction on the role of PIPS as Knowledge sharing forum and expressed their desire that such courses should be held more frequently. The workshop ended with closing ceremony and the worthy Executive Director PIPS, Mr. Zafarullah Khan, distributed certificates amongst the course participants followed by a vote of thanks by Director Training, Ms. Samer Awais.
