Inter Provincial Consultative Meeting with Secretariat Leadership, July 10-12, 2018

    Pakistan Institute for Parliamentary Services (PIPS) organized a three-day Inter Provincial Consultative Meeting with Secretariat Leadership of provincial and legislative assemblies of Pakistan in collaboration with SUBAI Pakistan and European Union (EU) from July 10th-12th 2018, at PIPS Campus Islamabad. Participants included Secretaries and senior Secretariat officers from the four Provincial and two Legislative Assemblies of Pakistan. The aim was to share knowledge and get feedback on Legislative Drafting Manual and discuss next steps; comparison of financial and Service Rules of Provincial Assemblies; new members’ orientation preparations and future requirements and feedback on the YPA program to be run in the Provincial Assemblies.

    Executive Director PIPS, Mr. Zafarullah Khan inaugurated the program, followed by welcome remarks from SUBAI team leader, Mr. Christopher Shields. Director General Parliamentary Development Program and IT, Ms. Samer Awais gave a bird’s eye view of the meeting to the participants.

    First session of the day commenced with an overview of Legislative Drafting Manual, presented by Drafting Manual consultants, Mr. Mohsin Abbas and Ms. Huma Ikramullah. Worthy Consultants emphasized on standardizing Legislative Drafting practices and development of a manual customized to the needs of every province. The afternoon session concluded with feedback from each Provincial and Legislative Assembly on the Manual which would be incorporated in the final product.

    On day two, Executive Director PIPS, Mr. Zafarullah Khan opened the session on the Service Rules of the Parliament by stating that Constitution empowered each Assembly to prepare their own Service and Financial Rules. Joint Secretary from the Senate Secretariat, Ms. Rabeea Anwar endorsed Mr.Zafarullah’s views in her session and illustrated the Services Act 2017, Senate of Pakistan as a best practice. She emphasized on the need to follow a transparent process in drafting of laws and recruitment rules. The day concluded with presentation by Director Administration PIPS, Mir Shai Mazar Baloch on PIPS Rules and HR review that led to HR reforms in the institute.

    On day three, YPA Manager from SUBAI discussed the program that had concluded in the previous assemblies by seeking feedback on lessons learnt and way forward. It was followed by an interactive session facilitated by DG-PDP&IT Parliamentary Development Program on the expectations and challenges with regards to new Members’ orientation. Worthy Secretaries from each Secretariat expressed their views vis-à-vis New Members Orientation and appreciated the intellectual input provided by PIPS. The program concluded with presentation of group photograph to the participants a vote of thanks by ED, PIPS.
