The Pakistan Institute for Parliamentary Services (PIPS) successfully concluded the six-week 10th National Parliamentary Development Course (NPDC) with a memorable closing ceremony graced by the Honorable Deputy Speaker of the National Assembly of Pakistan, Syed Ghulam Mustafa Shah, as Chief Guest. This flagship capacity-building program catered to a diverse cohort of 25 mid-career parliamentary officers (BS-17, 18 & 19) from the National Parliament, Provincial Assemblies, and the Legislative Assemblies of Azad Jammu & Kashmir and Gilgit-Baltistan. The program was meticulously designed to enhance participants’ understanding of parliamentary processes, governance frameworks, and leadership skills.
The day began with a comprehensive exam, assessing participants’ grasp of the course content spanning six weeks. Designed as a rigorous evaluation, the exam covered key topics from governance, public policy, and legislative processes. The results will be shared with the respective secretariats, ensuring a transparent evaluation of participants’ performance and understanding.
In his closing address, the Honorable Deputy Speaker underscored the importance of capacity-building programs like NPDC in strengthening Pakistan’s democratic institutions. He encouraged participants to utilize the knowledge gained during the course to improve the effectiveness of their parliamentary roles, ensuring transparency, accountability, and good governance. “Your dedication to professional excellence will serve as the backbone of parliamentary institutions, directly contributing to the nation’s progress,” he remarked.
Ms. Samer Awais, Director General (PDP&C) and the senior-most official at PIPS, reflected on the course and the dynamic interaction it fostered among participants. She expressed her gratitude to the Honorable Deputy Speaker for gracing the occasion and reiterated PIPS’ unwavering commitment to empowering parliamentary officers. In the absence of the Executive Director, Mr. Muhammad Rashid Mafzool Zaka, due to a family bereavement, Ms. Samer presented a comprehensive overview of the program. She highlighted the dedication of the participants and acknowledged the efforts of the course team. She extended special thanks to Mr. Fayaz Thaheem, Deputy Director (PDP), calling him the driving force behind the success of the 10th NPDC. “Coming from Sindh Province, Mr. Fayaz has not only successfully conducted his first NPDC but has also proven to be one of the finest officers contributing to the institution’s excellence,” she stated.
The closing ceremony included individual presentations by participants, where they showcased their learnings from the course. These presentations, evaluated by two panels of distinguished judges, reflected the depth of understanding and engagement that the course fostered. Participants addressed a variety of topics, demonstrating their grasp of governance, leadership, and public policy, coupled with practical insights.
The ceremony also featured a certificate distribution segment, where participants were recognized for their active participation and dedication. The Honorable Deputy Speaker personally presented certificates and shields to the participants and facilitators, acknowledging their commitment and contributions. He commended PIPS for its continued efforts in creating a robust foundation for parliamentary education and professional development, noting that “PIPS remains a cornerstone in enabling officers to become more effective facilitators of democracy.”
The six-week NPDC, conducted with a combination of interactive sessions, institutional visits, and expert-led discussions, successfully equipped participants with the tools and knowledge to navigate their roles effectively. The journey concluded on a high note with reflections, feedback, and a group photograph with the Chief Guest, symbolizing the camaraderie and shared commitment to parliamentary excellence.
