The Pakistan Institute for Parliamentary Services (PIPS) organized a one day study visit for the 35 officers of the Mid-Career Management Course (MCMC) and the 3rd Specialized Training Course from the Civil Services Academy (CSA) along with 5 faculty members on 4th March, 2025.
Deputy Director (CB& D) moderated the session. The event commenced with the recitation of Holly Quran. Mr. Asim Khan Goraya , Executive Director PIPS extended a warm welcome to the esteemed MCMC officers and faculty members. Mr. Asim Khan Goraya highlighted the importance of institutional collaboration, stressing that cohesive functioning among democratic institutions ensures effective policymaking and implementation.
Mr. Muhammad Rashid Mafzool Zaka, DG (Research) PIPS, briefed the participants on the Working of the Pakistan Institute for Parliamentary Services (PIPS). He explained the democratic framework and principles governing the Parliament, highlighting the role of elected representatives in lawmaking and governance. The session highlighted the structure and functions of the Parliament of Pakistan, and explained with examples and data, how PIPS is contributing to enhancing the legislative process, working of Committees, and oversight of the executive. PIPS plays a pivotal role in enabling Members of the Parliament to fulfill these roles by facilitating technical support, capacity building, and research-based assistance. Lastly, he described PIPS achievements, including the delivery of over 450 workshops and training sessions for thousands of Parliamentarians and their staff.
Capt. Abdul Kabeer, CSA, delivered the vote of thanks, expressing gratitude to PIPS for organizing an insightful session. The event concluded with a group photo with Mr. Asim Khan Goraya, Executive Director PIPS, followed by a visit to the Parliament House.
The Institute also coordinated these officers’ visit to the Parliament, where a comprehensive briefing on working of Parliament was facilitated by Advisor (Legislation) National Assembly Secretariat, Mr. Muhammad Mushtaq. The orientation concluded with a Q&A session allowing participants to clarify their doubts.
