The Institute has meaningful collaborations with many reputable organizations. The USAID is undertaking construction of a modern PIPS new campus with elaborate and fully equipped facilities. The Institute is implementational partner alongwith Inter Parliamentary Union IPU of UNDP’s parliamentary project SDPD. PIPS is also to be an implementation associate with a similar forthcoming initiative of the European Union.

PIPS has also signed a Memorandum of Understanding with Konrad-Adenauer-Stiftung (KAS), a German foundation regarding support to hold activities for parliamentarians and functionaries. Further PIPS is developing academic and policy linkages as well as affiliations with universities, think tanks, civil society, national and international organizations. This would enable the institute to have access to some of the best minds and informational resources available.

PIPS intends to seek similar national and international linkages in addition to continuing development of its team to undertake its multiple role of undertaking quality research, capacity building and informational services as well as provision of legal drafting support for all legislators. PIPS look forwards to collaboration with similar institutions in the region as well as internationally and it cherishes to be a model facility assisting such initiatives.

USAID-PLSP

PLSP is an initiative funded by the US Agency for International Development (USAID) implemented by DAI. The project works with the National Assembly and Senate and the provincial assemblies in NWFP, Balochistan, Sindh and Punjab . The project began in September 2005. It is now expected to operate through March 2010. Program activities in each of the legislatures are focused around four general technical areas. The implementation of PLSP will ensure activities tailored to the specific needs of each assembly as well as those which apply to all or are transferable to other legislatures. The main components of the PLSP include:

REPRESENTATION

Assisting Pakistani legislatures to provide information to the public and receive input from citizens during the legislative process. 
Issues addressed include: media coverage of parliament, public hearings, parliamentary websites, dissemination of legislative records, parliamentary public relations strategies.

LAW-MAKING

Assisting Pakistani legislatures, including members and staff, improve the structures and mechanisms by which legislation is analyzed, debated, and passed. 
Issues addressed include: committee structures, library and research, legislative drafting and development of a Pakistan Institute for Parliamentary Services (PIPS).

OVERSIGHT / ACCOUNTABILITY

Assisting Pakistani legislatures oversee government operations, particularly in the area of budget formulation and implementation. Issues addressed include: question period, budget process and scrutiny; public auditing.

MANAGEMENT / INFRASTRUCTURE

Assisting Pakistani legislatures improve the day-to-day management and operation of the legislative processes. 
Issues addressed include: strategic service delivery, systems development and management, equipment and hardware and software improvements, archiving and legislative records management. Resource Centers have been established and are operational for the national Parliamentarians and in each provincial assembly.
