Capacity Building and Skill Development Services

PIPS Parliamentarians Orientation Program offers thematic capacity building workshops in 23 areas of parliamentary significance in addition to an elaborate New Members Orientation Program. The most popular courses for parliamentarians include orientation sessions on topics such as: rules of procedure & business of the house, question hour; law making process, assessing legislation & legislative research; Budget process/analysis as well as committee work and public hearings. In addition, the Institute holds comprehensive professional development workshops on parliamentary office management, report and minutes writing for committee staff and parliamentary human resource management.

The 2008-09 saw the commencement of a more robust system of trainings by the PIPS. For the first time in Pakistan, PIPS successfully conducted orientation programs for the elected legislators of the National and provincial assemblies as well as Senators on topics, such as: “Politician to Parliamentarian”, “Constitutional Authority of Parliament”, “Parliamentary History”, “Rules of Procedures”, “Business of the House”, “Parliamentary Privilege”, “Question Hour”, “Committees of Parliament”, “Legislative Process”, “Research and Informational Support for Legislators”, “Parliamentarians and the Budget”, “Parliamentarian as Legislators”, and “Constituency Relations”. During these interactive sessions, parliamentarians took keen interest as reflected in their lively discussions during these sessions.

The Institute also has an elaborate Training of the Trainers Program for developing lead facilitators in parliamentary areas from among legislators and senior parliamentary officials. PIPS training wing has laid out elaborate Training Standards and Procedures to run its professional development courses for parliamentary functionaries.

The Institute has to date developed modules in 21 areas of parliamentary significance. These include modules on legislative research, assessing and drafting legislation, Question Hour, parliamentary history, conflict resolution, Business of the House, budget process, Parliamentary Privileges and Code of Conduct, constituency relations, basic computer skills, software module for librarians, English language, etc. and a Youth Guide on Parliament. Most of these comprehensive training modules consist of a Facilitator’s Guide, a Participants’ Book and a Power Point Presentation developed according to the PIPS Training Standards and Procedures, and these cater for one week thematic professional development courses.

Accordingly no less than 270 workshops for parliamentarians, journalists, members of civil society and staff of the six houses, have been held. PIPS has hosted different modes of professional development programs like policy seminars, issue workshops, skill enhancement courses for Members & Secretariat staff of Senate, National Assembly and Provincial Assemblies. More than 4400 participants, including MPs and Secretariat staff as well as journalists covering the Parliament, have attended these programs in the last three years.

PIPS intends to commence annual professional development programs for three tiers of the parliamentary functionaries from national and provincial legislatures, which include five week Parliamentary Management Course for officers of BPS 17-18, a 15 days Senior Management Parliamentary Course for BPS 19-20 and 10 days Parliamentary Leadership Course for BPS 20-22 respectively. Similarly officers of ministries dealing with Parliament and Parliamentary Committees are also being oriented with regard to their role and responsibility.

AIMS

PIPS training services aim to:

  • Strengthen parliamentary representation, law making and oversight functions; and
  • Enhance the management practices and procedures of the organizational units supporting the functions of the legislatures.

FEATURES

PIPS Training Component is well structured and resourced to:

  • Conduct training needs assessment of the Parliament and respective Secretariats to identify the needs at least once in the beginning of every new Parliament;
  • Develop a meaningful training program having a carefully planned calendar, which is responsive to the needs of the legislature;
  • Prepare world-class training modules on the key issues of the Parliament;
  • Identify and train sector specialists to carryout training activities;
  • Deliver result oriented, high quality training courses in addition to seminars and conferences;
  • Design and provide access of Parliamentarians and Staff of respective Secretariats to an e-repository of training materials and other electronic resources;
  • Monitor the quality of training programs;
  • Evaluate the outcome and impact using latest tools for mid-term and end-term assessments of the life of any given Parliament;
  • Disseminate results of the training program in the form of training reports on quarterly and annual basis; and
  • Maintain a database of trainees, trainers and events.

RESOURCE PERSONS

To create meaningful learning environments, the focus is on partnering international legislative specialists with experienced Pakistani legislative practitioners. Till date, resource persons have included former MP of the British House of Commons, retired Clerk of the Wisconsin Senate, international budget analyst, legislative drafting specialists, former Pakistani legislators, former Pakistan Secretariat officers, media specialists, etc.

PIPS training modules are based on the participatory experiential model, which enables the resource person to use the knowledge and experience of participants to enhance and expand the training contents through a range of engaging participatory activities and techniques.

PIPS has conducted more than 260 specialized trainings / workshops for elected members of all Houses and their respective parliamentary staff as well as the academia and CSOs. Participation in these training sessions has been more than 4400 including 1330 female participants.

  • Training on Report Writing and Minutes Taking skills held from 6- 8 December, 2010: 22 Committee Staff of National Assembly and Senate, participated. The objectives of the workshop were to learn techniques of report writing, learning various styles of Minutes taking and demonstrate exercises of Minutes drafting.
  • Gender Self Awareness 2010: This orientation was held to sensitize officials on gender self awareness. Reputed trainers Robeela Bangash, Uzma Shah and Tazeen Javed undertook absorbing sessions.
  • Workshop on Stress and Time Management 2010: It provided tips of stress and time management at work place. Renowned trainer Ms Muneeza Hashmi took interactive sessions with officials from NA and Senate Secretariats.
  • Basic Training on Internet Skills and MS Office held for parliamentary staff on Oct., 25-30, 2010: Around 29 staff members of NA and Senate Secretariats participated in the practical hands on training to work on computers in general and in the Microsoft Office software, substantially in use at all offices, in particular.
  • Basic Skills for Efficient Working held on Oct., 11-13, 2010 for parliamentary Secretariat staff: The training equipped the participants undertook exercises on various systems at an office and important tasks such drafting, office filing and documentation system, procurement of stationery, time management, etc.
  • Basic Responsibilities of Officer/Personal Staff: 12 officials of Senate participated and a second round of same training was also held with a new set of staff including 10 from the National Assembly Secretariat and 13 from the Senate respectively.
  • Protocol and Mannerism Awareness training held on October 01-02, 2010: This basic awareness program was held to acquaint secretariat staff with etiquettes of working for the public representatives and understanding their needs and role.
  • PIPS Training of Trainers Exercise 2010: 23 officers from all six Houses, i.e the National Assembly, Senate and provincial assemblies were trained to design and impart trainings to fellow staff and learn facilitation of capacity building events of PIPS on legislative issues.
  • Budget Session with Parliamentary journalists 2010: The exercise was to discuss the role of parliamentarians in budget making, equip the journalists regarding steps of budget cycle.
  • Parliamentary Office Management for Committee Staff 2010: It discussed techniques of effective minutes writing, report writing and office correspondence in addition to an absorbing session by renowned trainer Mr Faiz H Seyal on leadership and teamwork.
  • PIPS Advanced Training on Legislative Research for Parliamentary researchers, June 2010: It was an exclusive first of its kind 3 day workshop for researchers from all six Houses, i.e, the National Parliament as well as four provincial assemblies. Muhammad Rashid Mafzool Zaka, PIPS research wing, was the lead trainer at this workshop.
  • Budget Analysis workshop for MNAs and Senators 2010: The workshop discussed role of MNAs and Senators in budget making, provided them an opportunity to assess information in respective areas of oversight and volume of expenditure that has already been undertaken.
  • Legislative Research Workshop for researchers of provincial assemblies of Sindh and Balochistan 2010: The first of its kind workshop for researchers in the provincial assemblies focused on orientation of modern research methodology and needs of legislators.
  • Secretaries Conference 2010: The Conference of the Secretaries of the Senate, National Assembly and Provincial Assemblies was arranged by PIPS at PC Bhurban to determin matters of PIPS parliamentary resource centers and training and research cadre of PIPS.
  • Mid Term Budget Review Exercise for Senate and NA Committee Chairs 2010: The session focused on budget review and analysis techniques for Standing Committees.
  • Senate Standing Committee Chairs Conference 2010: The Session was an absorbing event that focused on effective committees and their role in oversight in addition to needs and ways to enhance the human resource available to support the Standing Committees.
  • Organized the "2009 Orientation Session" for the newly elected Senators
  • Organized approximately 27 seminars for interns at PIPS
  • Organized the "2008 Orientation Sessions (Phase I)" for the newly elected Members in National Assembly and Provincial Assemblies. In addition, conducted the Phase II in-depth participatory training sessions for the 6 Legislatures on such topics as: "Effective Committees", "Question Hour", “New Rules of Procedures”, “Business of the House”, “Legislative Drafting”, “Budget Process and Analysis”, “Interpersonal Communication Skills”, “Media Relations”, “Assessing Legislation”, “Conflict Resolution”, etc.
  • Organized distance learning courses for all Houses on “Legislative Drafting for Social Change”
  • Organized and conducted 9 workshops on “Principles of Legislative Drafting Policy Reforms to Statute”
  • Supported the orientation training for 2 National Assembly and 2 Senate Secretariat staff at the US Library of Congress Law to facilitate their work as the GLIN-Pakistan team (GLIN=Global Legal Information Network)
  • Organized a Two weeks course on "Legislative Drafting for Social Change”
  • Organized 4 English language and 9 computer training courses with repeated sessions for MNAs, Senators and secretariat staff at PRC in Peshawar and Quetta
  • Organized 10 One-day workshops on “Media Trainings”, “Press Gallery” and “Role of Parliamentary Reporting in Strengthening of Democratic Institutions” in Lahore and Islamabad for media covering parliamentary proceedings
  • Conducted 5-day training workshop on “Legislative Research” for Research staff of all Houses
  • Arranged 4 workshops on “Parliamentary Privilege and Codes of Conduct” for Senators, MNAs and MPAs at the federal and provincial levels
  • Conducted 9 workshops on “Question Hour in Parliament” for members and the parliamentary / secretariat staff of all houses
  • Organized over 20 workshops on “Budget Analysis and Processes” and “Pre-Budget Workshops” for MPs and MPAs at the federal and provincial capitals
